Here is the question that has been buggin' me since I first started reading the FBI HRC files/documents in the FBI vault re: HRC's use of a private server. How in the hell were they able to stack the grand jury so that no recommendation for indictment followed?

Did they not receive all the information? Was the deck actually stacked/paid for? Was there never really a grand jury to begin with or did something else happen?
