The answer is maybe yes/ maybe no.
If your intention is to cause harm to the one being doxxed, then it could be an illegal act.
However, there is no law against Doxxing. It is not a nice thing to do, it may be immoral, but it is not illegal, unless, as stated, it is meant to cause some sort of harm.
