Whidbey is in the north of Puget Sound up by Everett and Mt Vernon while Ketron is south down by Tacoma. Not real close but in the same area.
Doubt very much plane was shot down. Too densely populated for ordnance. They usually try to force them down. The turbulence from an F-15 is enough to make the target plane unstable and cause the pilot to lose control.
