1) lack of strict recordkeeping in birth certificates
2) lots of natural disasters, ergo lots of orphans
3) high melanin content (for some reason the occultists want to ingest it)
4) many Christian missionaries believe that virtually all the islanders are demon-possessed due to the widespread practice of voodoo. Occultists may think that by consuming these demon-possessed people, the occultists will be further strengthened by demonic energy.
5) Blacks in general (incl. esp Australian aborigines) are thought to be more psychic than other races. By consuming the pineal glands of Haitian children (too young to have been calcified by fluoride), the occultists are able to boost their psychic powers.
