He didn't request permission, but this video has the comms of SEA Tower attempting to contact the plane, as well as comms with Alaska flight 322 (skull&bones coincidence?) telling tower that the plane taxied unto the runway from the CARGO RAMP

Another aircraft spotted him pulling out of the Cargo ramp (it's likely there was no passenger aircraft traffic on those taxiways, instead those aircraft were likely lined up west of the runway, while Rich came in from the short taxi from the east.
Being that he came in from the CARGO RAMP, the plane was likely parked on a hardstand position where a pushback tug wasn't required- could turn around at the parking spot or taxi straight ahead.
