It funded the construction of the Glomar Explorer, a massive ship designed to crane up a sunken Soviet sub in the north pacific. Now, in order to launch that torpedo, the needed a boat with similar capabilities. Enter the USS Richard Russell, commissioned in 1969. It had SUBROC capability; that is, the ability to launch nuclear capped torpedos:
