I read the Q post to point out that (2) F15s were scrambled so fast (coincidentally in the same area and probably the same airfield as the missile shot down we saw before

 

Note that this was Oregon Air National Guard so I was surprised an NG unit could react so fast.

 

Maybe that is not normal reaction time for a NG unit, but they may be on alert for anything.

 

I listened to the radio traffic and guy didn't indicate any malice, but apologized to everyone. He was chilling and admiring the beauty of the scenery. Sounded lucid and friendly, but also sad (he didn't pal on landing, so it seems to have been his last hurrah before suicide.

 

Pretty sad but didn't sound sinister at all.

 

He ran out of fuel after seeing the sights for an hour, and according to the planefags, they seemed certain he wasn't shot down.
