Someone LB asked about ham radio for meet-up if internetz down. In addition to VHF/UHF local comms, neighborhood or city-wide repeaters (recommended), those hams with HF capability can meet on 40m or 80m. A proposed Storm Watch network control protocol attached.
It's a standard emergency/traffic net similar to what hams establish to handle emergencies like hurricanes, floods, etc. that take out regular comms.

Please note that if you are not a hamAnon, you can certainly LISTEN on these frequencies with your shortwave radio and a stubby antenna, but unless you're licensed AND have a ham radio transceiver with a decent antenna, let's say a wire 20 meters in length at least 25 feet high, with a suitable ground, you're NOT going to transmit. It would be unlawful, but also just not even technically feasible.
