In regards to the name Richard B. Russell; I know there has been arguments about whether or not the sub was stolen and a dummy was put in place to be destroyed.
However, let me put this idea forward:
President Clinton had the sub destroyed for scrap. The scrap was then used to build missile launching tech on Ketron Island?
