By allowing for consent to be given by those carried across international borders to be prostituted, it allowed for he said/she said claims that would leave doubt and effectively not be prosecutable.

With regard the Qdrop the other day regarding the phone number 888-373-7888 that was for the Human Trafficking Hotline, some anon found a way it connects back with the current organization that controls that number.
888-373-7888 was associated with the Covenant House in the TPVA that Bill Clinton signed into law in 2000. It has changed hands at least twice since then. The other time IIRC was 12/7/07. I find it peculiar that the first point of contact by someone in trouble and using the Hotline is an NGO that's been cleared. I've had trouble finding out how the HHHS and DOJ do the vetting. This is one area of government I think may not be best handled by the private sector.
