Big island with only 17 people living there, but with own ferry service!
17 people that could afford living there and paying for own ferry service would actually NOT do that.
They would rather have their own boats, not one ferry for all!
So why?
Island more crowded due to some business going on?

Pilot was good guy operator placed in that baggage job, as meny are ww. Obviously very skilled pilot (military?)
His mission was cover up and attention.
Getting attention for US to dig on that island through those nice stunts and getting public attention. Good guys knew folks would see such a flight show (loud also!) and film.
Cover up by crashing his plane while parachuting off. (Or even controlled crash as very skilled pilot? Planefags?)
Island was targeted for bad business and cover up needed.
Win for good guys.
