Think of a Satellite as less of a whatever they say it does and more of a battery and solar panels with a up-gradable core section.
Think 1960 computer size / power consumption etc now look at the chip they put in phone.. way more powerful way smaller.
So you launch a sat with rocket power it's inspected before launch all capabilities known etc. than you come along unscrew that core that has the stated equipment at the size of that 1960's computer and slap in the same function with that phone chip and all that extra room / capability is now unknown to any but the cabal. and still functioning its original function..
