Haiti is very poor, very corrupt, they practice voodoo there, the children are often sent to relatives to work so they are used to not being raised at home (I think its called "restivak" or something like that), they have to pay for school, its nearby geographically and they speak French which means Americans won't hear about it. Basically Haitian kids are fruit hanging so low they pick themselves. There could be more reasons as well.
