Whidbey is a big island but long and narrow. Still has uninhabited coastline. Ferries to the mainland and the Olympic Penninsula. Doubt if Ketron was used for smuggling, too small and too far south. Long slow boat ride. I would think the main destination for Asians would be Seattle where there's a large Asian community. Find a secluded beach and a short hop over to I-5 and down to Seattle. They come through Canada because for whatever reason Canadian customs is easier to get through, at least that was the route for China White back in the day. They could bring them in directly but at least some go to Vancouver or Victoria (Asian communities there too) and down by boat (and maybe I-5) to one of the numerous marina's along the coast. Because of tech and increased surveillance, some of the traditional routes have adapted and been changed.
