Different tracker programs one shows the plane tail number & the other shows (?-? T206) which indicates it is unidentified Cessna turbo 206.

Trackers frequently show 'unidentified' or have missing data because it has not updated or is waiting to update or refresh. Sometimes it is because owner/operator has not entered some specific info into the system or they are using a low-spec ADSB unit that has more limited capabilities so cannot show all data.

Misread height of KC-135. 28000ft is fairly normal for air tanker operations. The circling Cessna indicates that it is after the crash so the tanker is almost certainly there to support the two F-15s that scrambled in case they needed more fuel if there were other aircraft that needed intercepting.
