Could Whidbey island be their underground base?
Wouldnt they have multiple ways to leave the island?
Undetected? Possibly underground?
Maybe just a trafficking hub for incoming and outgoing to Canada
I always thought he was a poorly designed robot. Like an old A.I. He just moves and talks wierd.
