Trump wanted her hired. So he sends those he wants to Kelly since he is the chief of staff for the official hiring and he puts them on the payroll. Kelly, in the end, is responsible for hiring and firing staff members. Trump got the word that she was fired but I'm going to assume Kelly didn't tell him the full story going by the recording and she sure as hell didn't mention that Kelly fired her for integrity and security reasons.
