(c)(2)(C) an employee of the Department of Defense in the Senior Executive Service.

So the invidual authorized to kick off the investigation is the Secretary of Defense and one category of employee who can have their clearance re-investigated is an employee of the Department of Defense in the Senior Executive Service.
It does not apply broadly to the whole government and all of the SES. The only SES employees in scope of Sec. 542 are those in the Department of Defense.
I know a lot of anons will be disappointed but this is what it says.
