I was focusing om the context set up at the beginning in which Q mentions accidental missile firings and the Caball wsnting to start a war.

So it figured to me we(POTUS/Q) would make sure we had good 5:5 comms in Eastern Europe, especially in light of that Spanish NATO plane that had a missile "accidentally" sent toward the Russian Federation.
