Agree with lawfag that Manafort's team not bringing a case says they believe the prosecution's case is weak enough that a jury will rule in his favor. But he also may be not testifying in order to protect other parties.
That's the hypothesis. Not proven, but we are watching for confirming evidence. Our opinion is based on circumstantial evidence plus Q hints.
