have heard rumors forever that fishing canneries are used to smuggle drugs south from Canada, so not unlikely to think that a similar method could be used with substituted cargo.
weird stuff definitely goes on here, and the waters are barely regulated at all. coast guard is slow and not on the ball. lots of speedboats making trips across the border in both directions (drugs, cash, people). not uncommon to see zodiaks pull onto a beach/shore at odd hours, let off a few passengers and immediately go back from wherever it came.
