Why did ES make public NSA CLAS tools?

As the ultimate cover i.e. once its out and open sourced you then have carte blanche to do whatever you want. Leading to

Think XKeyscore + PRISM specifically.

Once the original versions were weaponized ala stuxnet then they had the ability to not only produce a sterioded version of all of them and the easy cover to claim ambiguity once the tracks led anyone back to the original (leaked) programs.
