I believe MOS = Management Operations Staff, or Media Operations Staff

 

MOS is an entity within a larger organization (it is the 0.1 block in the 1.0 org chart; hence "Ex [Exhibit] 1.1"). The larger organization is not identified; the point is to illustrate how this piece of it functions.

 

MOS has lines of responsibility/control over two subordinate entities. One of them consists of media entities that operate within the larger organization. The other consists of U.S. politicians who operate within the larger organization. Each of these subordinate entities has responsibility/control over its own constituency among the general population.

 

We can assume that the constituencies overlap in practice because they look the same in the diagram (dots within parenthesis). This, in fact, is the concept of operations the org chart illustrates: Media and politicians collaborate under higher level management to control the general population.
