If your neighbor owns an illegal gun shop, and the discover is classified information, then the government personnel who hold that security clearance cannot reveal the information to you.
But if your kid hits a baseball through the neighbor's window, and you look in and see the machines, you do not get arrested for breach of security, because you found the information on your own.
