Weather Warfare Operations in Haiti: Hurricane Matthew and the Earthquake?

 

Was Hurricane Matthew man-made? An engineered climate catastrophe?

 

A hurricane gentrification operation? To take prime lands housing poor Black communities in Haiti? Like Katrina in New Orleans?

 

I’m getting this question a lot.

 

The way the 2010 earthquake and now Hurricane Matthew hit the Island of Ayiti on the Black side only, and not much in the European-owned Dominican Republic sides, has folks asking my thoughts on this.

 

Frankly, I don’t know. It looks suspicious. We’d be naive and foolish to discount the evidence at hand. Controlled nuclear explosions cause earthquakes and have been used to release oil and gas reserves regardless of the devastation this may cause the population. There is also ample information out there on electromagnetic weapons for weather engineering.

 

I think our relationship and history as Black people since 1503 in Haiti, alongside Blan Kolon’s systemic tyranny and greed, gives us a clue.

 

Hurricane Matthew decimated a specific population in Haiti already struggling to survive. When the catastrophic earthquake happened, just like with Hurricane Matthew, the white oligarch areas of Petionville Haiti were spared the 145 mph winds, the walls of ocean waves, flood waters and the torrential rains.

 

The US, France and Canada sent more military to Haiti again. Just as they did for the earthquake six years ago. Everyone seems to forget the United Nation is in Haiti already.

 

Where is the UN, Chapter 7, shoot-to-kill “rescuers,” already in Haiti for nearly 13 years now? Where is the progress achieved for Haiti by the combined $25 billion in humanitarian aid, administered, not just by the Clintons from 2009 to 2013, but by the UN-MINUSTAH since 2004? Where is the infrastructure for the locals they helped develop, built back better? The villages they rebuilt with piped water, sewers and electricity for everyone? The hurricane flood gates, levees, roads, sanitation plants and protections against ocean storm surges?

 

We rarely saw the blue helmets helping the victims during the Hurricane Matthew ordeal. So, where are they?

 

Oh, yeah, surfing the internet inside their walled-in barracks; posing for selfies at the beach against wild winds; setting up new brothels; or, raping little 6-year old Black girls and boys in exchange for food. That is, when they’re not dumping their raw feces into Haiti rivers to bring Haiti the worst cholera epidemic in the world. Or, pushing cholera democracy with fraudulent elections.

 

Is this the latest engineered climate catastrophe to continue Haiti’s military occupation under the pretext of humanitarian aid? Haitians are used to hurricanes. But many I’ve spoken to, report there was something strange about the taste of the rain during Hurricane Matthew. Research show that climate engineering involves the use of highly toxic materials. Hurricane Matthew victims in Haiti insist the rain tasted nasty and very salty, saltier than sea water. Even Haitians living far away from the shorelines said the torrential rains tasted different, more like bad ocean water and that the breathable air scented different; that they inhaled and absorbed Hurricane Matthews differently. Maybe there’s some innocuous explanation for this, and for how Matthews didn’t strike and then continue on its way, but hovered over one spot in Haiti for hours on end?

 

But, what if it was the Laboratory’s weather warfare? Global ionosphere heaters like a HAARP climate engineering operation, unleashed by the power structure? In order to create havoc for colonial purposes? To bring in a toxic airborne disease or another water-borne disease as was done after the earthquake with UN-imported cholera? Or, simply to destroy the rolling green hills of Southern Haiti that were rich with avocados, mangoes, coconut and banana trees? To usher in more famine in relatively stable Southern Haiti? Ramp up the psychological warfare about how poor and pitiful Haitians are to distract the world’s public from the US occupation of Haiti behind humanitarian imperialism, fake elections, fake aid and the poverty-pimping charitable industrial complex?

Some Haitians considered the “mocking arrogance and perpetual depravity” of the Military Industrial Complex and Intelligence Laboratory when they saw how the evil international oligarchs configured the Hurricane Matthew storm to look like a giant skull when the eye hit Haiti dead center.

 

Other non-Haitians agree (here, here and here) Climate meltdown expert, Dane Wigington from Geoengineering Watch, thinks Hurricane Matthew is the latest example of “global weather warfare desperation.” One thousand Haitians died. The assessment continues while in most areas of the South, 90% of the crops and houses were destroyed. “The planet’s climate system is aggressively being used as a weapon of war, conquest, and control. As power structure becomes more desperate (due to unfolding global scenarios), they will likely become rapidly more aggressive with weather warfare operations.”

Haitians know that Haiti has massive resources in gold, oil, iridium and the whites control the ports -land, air and sea – to bring in their CIA drugs. G O D is what Blan Kolon worships first and foremost. Gold, Oil and Drugs is their god.

 

They hoard the first two, and use the other to pacify, feed the prison-industrial complex with Black and Brown male bodies accused of drug dealing! Provide jobs for a military police force to keep everyone busy and not looking at the oligarch’s GOD issues.

 

Basically agreeing in his own way, Dane Wigington at Geoengineering Watch wrote on his website, that:

 

“Haiti is a country of immense struggle and crisis, much of it fueled and exacerbated by outside influences. If you were an enslaving parasite and colonists, out for easy prey, what would you do if you wanted that land, the beaches, the Southern Haiti riches? There are no tent cities in Southern Haiti. It’s something to keep in mind as the poverty pimps land.

 

Think about the way Hurricane Matthew laid on top of Haiti. The way the storm had dropped to a Category 2 and then, it seemed to whip up to a Category 4 in time to hit Southwestern Haiti, where there was no damage from the earthquake and little excuse for the white saviors charitable industrial complex to make more inroads. “All available data indicates the geoengineers have been actively suppressing cyclones in the Atlantic basin for at least a decade. Why has “Matthew” been at minimum allowed to strengthen? Was the unexpected 90 degree northward turn of this storm a natural occurrence? Or was this course alteration the result of geoengineering, ionosphere heaters, and atmospheric aerosol spraying? What other objectives might also be in the balance?”

 

The October 9, 2016 Haiti elections, which the US didn’t want, refused to support and did not fully control, were in the balance.

 

Hurricane Matthew’s damages forced the cancellation of the Haiti presidential elections yesterday.

 

Could it be that the Clinton-Bush dynasties and their corporatocracy don’t mind manipulating and/or exacerbating climate chaos during this critical window of time; don’t mind destroying Southern Haiti and killing a thousand or so Haitians with weather warfare to control who will be the next president of Haiti?

The Clintonian NGOs, the corporate welfare recipients from the Clinton Foundation and the Liberals are so gross and dishonest, they’re still wanting Haitians to vote for the poverty pimping/corporate welfare/liberal dynasty in the US this coming November 8. The bipartisan warfare against Haiti is no longer a secret. George H. W. Bush, the family patriarch, says he’s voting for Hillary Clinton. They think our demise is a lock folks.

His comments regarding the earthquake that hit Haiti in 2010 were particularly direct; he claimed that the United States Navy induced the Haiti Earthquake using a weather weapon, accusing the United States of “playing God.” A Spanish newspaper quoted Chavez as saying that “the US Navy launched a weapon capable of inducing a powerful earthquake off the shore of Haiti. When I first came across this comment about Iran, I was immediately reminded of a similar accusation made by Four Star U.S. General Wesley Clark Made, who revealed plans by the United States to invade several countries — a plan which would end with the invasion of Iran. This isn’t just crazy talk. Chavez had a long military career, and was well respected in his work. He’s also not the only person to suggest that the United States is, and has been, manipulating and controlling the weather for years.

 

For example, in 2010, then-president of Iran Mahmoud Ahmadinejad said that the U.S.’s High Frequency Active Auroral Research Program (HAARP) was responsible for the devastating floods in Pakistan, and that Western countries have been causing drought in various parts of the world, including Iran.

 

According to The Telegraph, Ahmadinejad emphasized that “according to reports on climate, whose accuracy has been verified, European countries are using equipment to force clouds to dump their water on their continent,” and are “prevent[ing] rain clouds from reaching regional countries, including Iran.” (source)

Renowned Pakistani columnist Nusrat Mirza accused the U.S. of artificially causing the March 11, 2011 earthquake and tsunami in Japan, calling the radiation leaks resulting from damage to nuclear plants the U.S.’s “second nuclear attack” on the Japanese nation. Weather Modification Is No Conspiracy Theory

 

Weather modification is far from a conspiracy theory, as Professor Michel Chossudovsky, the University of Ottawa’s Emeritus Professor of Economics, tells us in an article he wrote for The Ecologist several years ago:

 

Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.

 

Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

 

The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

 

Weather-modification, according to the US Air Force document AF 2025 Final Report, “Weather as a Force Multiplier: Owning the Weather in 2025,” “offers the war fighter a wide-range of possible options to defeat or coerce an adversary” which include the triggering of floods, hurricanes, droughts, and earthquakes. It goes on to explain the value such technology holds for military operations:

 

Weather modification will become a part of domestic and international security and could be done unilaterally. . . . It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather . . . and the production of artificial weather all are a part of an integrated set of [military] technologies.

 

The report also provides details of governmental spraying schedules, chemical orders, and correct nomenclature used in airline operating manuals. It provides support for its notion of “heavy involvement of governments at the top level in climate control projects.”

In 2007, the World Meteorological Organization (WMO) published a statement that included “Guidelines for the Planning of Weather Modification Activities.” Acknowledging that the modern technology of weather modification began in the 1940s, it notes is still “an emerging technology.” The document states that “in recent years there has been a decline in the support for weather modification research, and a tendency to move directly into operational projects.” It makes no mention of military application, however.

 

Obtained from the NASA archives, a document prepared for the Interdepartmental Committee For Atmospheric Sciences by Homer E. Newell, a mathematics professor and author who became a powerful United States government science administrator with NASA, also outlines weather modification efforts, successes, and recommendations for future applications. Bear in mind, this was over 50 years ago.

 

In 2010, Dr. Arnold Vermeeren, an assistant professor at the Delft University of Technology in the Faculty of Industrial Design Engineering, compiled a 300-page history of weather modification programs titled “CASE ORANGE: Contrail Science, Its Impact on Climate and Weather Manipulation Programs Conducted by the United States and Its Allies.” It was prepared for the Belfort Group by a team of scientists but presented anonymously, then sent to embassies, news organizations, and interested groups around the world “to force public debate.” It is another great document to look if you want more information.

 

In November of 1978, The United States Senate Committee on Commerce, Science and Transportation argued in a report that this is a ‘National Security‘ issue. This is important because, in the United States, whenever something becomes a ‘national security issue’ it is immediately classified and hidden from public eye. Some historians estimate that the United Stats classifies up to half a billion documents every single year. It’s well known that the CIA and other government organizations and, as the quote below states, Federal agencies are involved in these programs.

 

According to the report:

 

In addition to specific research programs sponsored by Federal agencies, there are other functions related to weather modification which are performed in several places in the executive branch. Various Federal advisory panels and committees and their staffs – established to conduct in-depth studies and prepare comprehensive reports, to provide advice or recommendations, or to coordinate Federal weather modification programs – have been housed and supported within executive departments, agencies, or offices.

 

Rosalind Peterson, President and Co-Founder of the Agriculture Defense Coalition (ADC) and an ex-United States Department of Agriculture (USDA) employee, made this statement at a 2007 United Nations hearing on global warming:

 

One of the things that is affected by climate change is agriculture, but some of what we are seeing is manmade, but manmade in a different way than you may guess. Weather modification programs, experimental ones done by private companies, done by the US government, done by states across the United States, are underway; there’s more than 50 of them in operation across the United States. All of these impact agriculture because they change the micro-climates needed for agriculture to survive. None of these programs that I know of today, and this all public record, are available at anytime with oversight. . . . International corporations are modifying our weather all the time, and they’re modifying it in ways that cover thousands and thousands of square miles. Most of it is chemically altered, so that what happens is that we are putting chemicals, ground based chemicals that are shot into the air, or chemicals coming from airplanes, that change and modify our weather. A couple of months ago, HRH Princess Basmah Bint Saud, the daughter of King Saud and an active humanitarian, compared geoengineering science and programs to weapons of mass destruction, arguing that their implementation is like setting off a bomb without the nuclear explosion. I wrote an article about it, also outlining how geo-engineering proposals are now part of mainstream academic science.

 

For example, If we look at SPICE, a United Kingdom government funded geoengineering research project that collaborates with the Universities of Oxford, Cambridge, Edinburgh, and Bristol, some of the proposed particles to spray in the air include:

 

Sulphate/Sulphuric Acid/Sulphur Dioxide

Titania

Silicon Carbide

Calcium Carbonate

Alumina

Silica

Zinc Oxide

 

They refer to it as Solar Radiation Management, and the idea is to spray these chemicals into the atmosphere in order to combat the effects of global warming by deflecting them away from Earth’s surface. In mainstream academic circles, there is still a harsh resistance to the idea that the manipulation of our climate and weather is and actually has happened, but with all of the documentation and statements given from various people who are ‘in the know,’ this is hard to believe.

 

What is happening is not ‘open’ and transparent to the public, which is very concerning. I’ll leave you with this final statement given to us by M. Granger Morgan, the head professor of Engineering and Public Policy at Carnegie Mellon University:

 

I want to reiterate what John said, which is I think that any research in this area needs to be open. I think it would be truly disastrous if, you know, we discovered a few years from now that there was a “black program” that some government had stood-up to sort of learn on-the-quiet how to do this. . . .

 

We do stuff in the stratosphere all the time, of course, and so it’s not as though the stratosphere is absolutely pristine. But you don’t want to have people going off and doing things that involve large radiative forcings; or go on for extended periods; or, for that matter, provide lots of reactive surfaces that could result in significant ozone destruction. There is much more evidence out there, but I wanted to offer a small sample of research to inform readers about these programs and to make clear why arguments made by Chavez and others are not only plausible, but quite sound. Even if you don’t believe the United States is using this technology for ill intent, all of this information at least begs the question, why isn’t geoengineering and climate control a topic of discussion/interest at major climate summits?

 

“The debate on climate change does not acknowledge the role of climatic warfare, namely the deliberate manipulation of climate for military use.

 

“HAARP is a weapon of mass destruction, capable of destabilising agricultural and ecological systems globally.”

 

“‘Climatic warfare’ potentially threatens the future of humanity, but has casually been excluded from the reports for which the IPCC received the 2007 Nobel Peace Prize.” It has also been excluded from the November 2015 Paris Climate Summit.”

Exclusive: CEO sent 2008 report warning of rape, assault and exploitation on ‘significant scale’ in Haiti

Aid agencies including Oxfam were warned that aid workers were sexually abusing children in Haiti a decade ago, The Independent can reveal.

 

Children as young as six were being coerced into sex in exchange for food and necessities, according to a damning report by Save the Children, which called for urgent action including the creation of a global watchdog.

 

Its research exposed abuse linked to 23 humanitarian, peacekeeping and security organisations operating in Haiti, Ivory Coast and what was then Southern Sudan.

 

“Our own fieldwork suggests that the scale of abuse is significant,” the report concluded. “Every agency is at risk from this problem … existing efforts to keep children safe from sexual exploitation and abuse are inadequate.”

 

It identified “every kind of child sexual abuse and exploitation imaginable”, including rape, prostitution, pornography, sexual slavery, assaults and trafficking.

 

One 15-year-old girl in Haiti told how “humanitarian men” exposed themselves and offered her the equivalent of £2 to perform a sex act.

 

“The men call to me in the streets and they ask me to go with them,” said another Haitian girl. “They do this will all of us young girls.”

 

A six-year-old girl described being sexually assaulted and a homeless girl was given a single US dollar by a “man who works for an NGO” before being raped and severely injured, while boys were also reportedly raped.

 

When asked why the abuse was not reported, children said they feared losing aid, did not trust local authorities, did not know who to go to, felt powerless or feared stigma and retaliation.

 

“The people who are raping us and the people in the office are the same people,” said one girl in Haiti.

 

Several children said they knew of cases where international aid workers had left the country while wanted by police, or where abusers had been disciplined or assigned to a different post.

 

The research took place in 2007, when Haiti was experiencing a food crisis driven by rocketing prices, natural disasters and climate change.

 

It was three years before the alleged sexual misconduct by Oxfam staff that has sparked national outcry and demands for change.

 

Corinna Csaky, who wrote the report, said an advance copy was sent to the CEO of Oxfam and all major international NGOs, adding: “In our cover letter we emphasised that our research revealed a sector wide problem but we didn’t implicate any one particular organisation by name.”

“The most important thing you can do to stop this happening is to invest in those communities,” she told The Independent.

 

“Yes, you can have your code of conduct and policies and enforcement mechanisms but child protection is about educating women and girls about their rights, about knowing where to get help if you feel under threat, what is reasonable and what you can say no to.

 

“It’s the environment that makes abuse possible.”

Oxfam management and watchdog ‘told of sex-for-aid claims in 2015’

 

Ms Csaky, a global child development adviser who no longer works for Save the Children, said that the charity was receiving “anecdotal” reports of sex abuse in the field more than a decade ago.

 

“It basically got to a stage where we thought ‘we need to find out more – how widespread is this?’” she added.

 

“What I found surprising was that it was a problem for every organisation, regardless of what they delivered, what kind of organisation they were.

 

“It was something everybody needed to take seriously and on a personal level just the sheer age of some of the victims, the lack of recourse and the sense of total and utter powerlessness on the part of them and their communities was shocking.”

 

Ms Csaky declined to name the 23 organisations implicated but said they were across the “full spectrum” of aid agencies, NGOs, peacekeeping forces and UN agencies.

 

“We organised events to talk about these issues and the solutions where all of these donors and implementers were parts of those conversations,” she added, saying the report sparked meetings and reforms within the UN.

It called for effective local complaints mechanisms for victims to combat “chronic underreporting”, a new global watchdog to monitor the international response and for governments to prioritise tackling the root causes of abuse.

 

A spokesperson for Oxfam said: “As a result of the Save the Children report, a senior member of Oxfam staff visited Haiti to assess the situation for himself and measures were put in place.

 

“However, these measures proved insufficient and could have been compromised by staff who were were later investigated by Oxfam and found guilty of misconduct.”

The Oxfam revelations are just the tip of the iceberg

 

The British Government has demanded “absolute assurances” that all British charities operating abroad are protecting vulnerable people and referring complaints to authorities in the wake of revelations about Oxfam.

 

The Charity Commission has launched a statutory inquiry and the International Development Secretary, Penny Mordaunt, said Oxfam had agreed not to bid for new government funding until her department “is satisfied that they can meet the high standards we expect”.

 

“We want to ensure that programmes we are already financially committed to are being delivered appropriately by Oxfam or any other Dfid partner,” Ms Mordaunt said.

 

“Clearly Oxfam have a long way to go before they can regain the trust of the British public, their staff and the people they aim to help. The actions and attitude of the organisation over the coming weeks will be critical.

“I am determined that we do our utmost to prevent exploitation and abuse happening – and ensure that where it does happen it is identified and dealt with appropriately.”

 

Oxfam has pledged to publish an internal investigation it mounted in 2011 over allegations of sexual and other misconduct in Haiti, which resulted in several members of staff being sacked and others including the country director resigning.

 

As part of a plan to “stamp out abuse”, the charity is launching an independent review of its culture, creating a global database of accredited referees.

 

The reforms include more than doubling the number of people working in safeguarding while increasing annual funding to £720,000.

 

“What happened in Haiti and afterwards is a stain on Oxfam that will shame us for years, and rightly so,” said Oxfam International’s executive director, Winnie Byanyima.

 

“Right now I have two utmost priorities for Oxfam: continuing to provide support to the millions of vulnerable people we work with around the world, and learning vital lessons from our past mistakes to make sure such abuse and exploitation does not happen again.”

 

Oxfam GB’s chief executive Mark Goldring, who has resisted pressure to resign, said the charity had “betrayed people’s trust” and would work with the Government, the Charity Commission and others to reform.

 

More than 1,000 direct debits to the charity were cancelled over the weekend and the Government threatened to cut £31.7m annual public funding for Oxfam.

 

A report released on the future of international NGOs last year warned that they were being threatened by the actions of national governments delegating the response to increasingly “politicised” crises to their own agencies and militaries.

 

Andrew MacLeod, a former UN official, told The Independent the outrage sparked by the Oxfam scandal could be a “sustained turning point for change”, adding: “This isn’t an excuse to cut aid, this is an excuse to fix aid.”

 

Mr MacLeod, who represents a charity targeting sexual abuse by UN agencies, said: “It’s taken nine years to get to this point where we’re getting some change peacekeepers but the problem is far bigger than that … this is an opportunity to reform the charity sector completely and permanently.”

Still No One to Turn to: Child Sexual Abuse by Aid Workers and UN Peacekeepers

Aid workers, peacekeepers, and other local and foreign staff associated with the official international community commit significant levels of sexual violence and abuse against children, with much of the abuse going unreported, said Save the Children UK, in a 2008 report (located below) based on fieldwork visits to towns, villages, and rural areas in Southern Sudan, the Ivory Coast, and Haiti entitled: No One To Turn To.

 

The forms of abuse include: rape; sexual slavery, where a child is forced to have sex with an adult by someone else who receives payment; child trafficking linked with commercial sexual exploitation; where a child is transported for the purposes of child prostitution or sexual slavery; child prostitution, where an adult pays money to have sex with a child; “trading sex,” where a child is forced to have sex for food and other non-monetary items or services; child pornography, where a child is filmed or photographed performing sexual acts; indecent sexual assault, where an adult touches a child in a sexual manner or makes physical sexual display towards them; and verbal sexual abuse, where an adult says sexually indecent words to a child. According to Save the Children UK, children as young as six are forced to have sex with aid workers and U.N. peacekeepers in exchange for food, money, and soap.

 

According to the report, a 15-year-old Haitian girl said to interviewers: “My friends and I were walking by the National Palace one evening when we encountered a couple of humanitarian men. The men called us over and showed us their penises. They offered us 100 Haitian gourdes (US$2.80) and some chocolate if we suck them. I said no, but some of the girls did it and got the money.”

 

When No One to Turn To was issued in 2008, there was an outcry in the media and Times Online wrote about a 12-year-old child in the Ivory Coast, “Elizabeth,” who was pulled from the road by ten U.N. peacekeepers and gang-raped.

 

The report called for the establishment of an international watchdog to investigate the sexual abuse of children by aid workers and peacekeepers. The charity recommended that effective local complaints mechanisms be set up to enable people to report abuses against them and that tackling the root causes of the abuse become a greater priority for governments, donors, and others in the international community.

 

Two years later, however, in the wake of the Haitian and Chilean disasters, little, if anything, has been done to end the sexual abuse of children by aid workers and UN peacekeepers. I contacted Save the Children, UK, about what it has done to address the problem, but no one bothered to return my call. I also contacted the UN peacekeepers in New York. The response that I received from the UN’s Department of Peacekeeping Operations (DPKO), couched in bureaucratic language, sounded as if many meetings have been held, but no action has been taken.

 

According to DPKO’s response, there is a Task Force on Protection from Sexual Exploitation and Abuse. The Task Force, however, does not specifically focus on child sexual abuse by UN peacekeepers and there is still no mechanism for making complaints and having them investigated. DPKO’s response to me stated that a working group of the Task Force is currently finalizing a guidance document on setting up community-based complaints mechanisms and conducting a review to assess the extent to which organizations and country teams have addressed sexual exploitation and abuse. DPKO did not provide an explanation why two years after No One to Turn To was issued a complaint procedure not only is not in place, but is still a work-in-progress. DPKO’s review, further, is not specifically about child sexual abuse by aid workers or UN peacekeepers and no justification has been provided why this review was not conducted and completed in 2008.

The UN has a mandate to protect people of all ages who are under its care from violence, sexual violence, and abuse but it is understandable that eradicating those human rights violations is difficult. Preventing sexual violence and abuse of children by UN peacekeepers and aid workers, however, is possible. The UN and aid organizations should take action to implement procedures such as establishing a watchdog to investigate, punish, and remove anyone who commits such acts, and ensuring that each country where UN peacekeepers and aid workers are present has effective and confidential complaint procedures. Until these measures are in place, vulnerable children around the world will continue to be raped, prostituted, trafficked into slavery, and sexually abused by the very people sent to protect and help them.
