Any Scientology organization that takes in 'donations' for services (auditing, courses, training) breaks the law. Why? Because they use the money 'donated' every week to pay for that weeks wages. That comes under the felony of conversion - using monies that are not technically yours. i.e. a service is donated for that can take many a few days to many years to complete but you pay for that service up front. That money is then used to pay wages to the staff for the week in which the money was 'donated' (also money that comes in for e-meters, course pack material and books).

But if the course or auditing is not completed, sometimes for many days, weeks or months then that money cannot be used on wages or spent in other ways as it is does not fully belong to the organization yet.

The money only becomes the property of the organization on completion of a service - a course or a complete auditing action (that can be made up of many auditing blocks of 12.5 hours each).

This is the way that this organization can be taken down - by getting them on unlawful conversion of monies paid for services that have not been completed yet.
