I does seem like a setup, though. The RFP was basically written for Amazon (according to the other bidders like IBM and Oracle) so that no one else could meet the requirements. That sounds to me like the Pentagon wants to award it to Amazon and then take it by whatever measure they choose – the easy way or the hard way.
