Since Republicans took control of the House of Representatives in 2010, the NDAA has primarily been a year-end phenomenon, with Congress holding off on a final vote well into the fall. This year, however, both the House and Senate approved the final version of the NDAA by Aug. 1, less than two weeks after it emerged from conference. This is only the fifth time since 2006 that Congress has sent the president an NDAA to sign before the start of the new fiscal year—and the first time that Congress has done so before its August recess since 1988.
