For sure ES was black to start. Get the s/w out and 'open sourced'. Once out then ANY type of event or scenario that can be traced back to the original set of leaks is now able to be plausibly denied. Then its Xkeyscore on steroids using the fruit of the open source labor to really screw with us. Close?
