Targeted Passport.
For victory to be necessary, one needs to have ultimate judgement on what is necessary to achieve victory. They must have absolute knowledge of what needs to be changed, when it needs to be changed, and how.
A passport is a document of freedom of movement. Ultimate Freedom is necessary for any universe to thrive, for people must have a choice of whether to do Good or evil and what defines those things differs based on one's circumstances. Perhaps there isn't a morally gray area as much as there is probably a lot more Good being done given the situations that the acts are conducted in.
It's hard to punish a man who held up a grocery store for money to buy food for their baby, than a man who held up up a grocery store for money to buy drugs to feed their habit and destroy their home. Yes, they should both be punished, but we need to be able to let others operate with freedom so rules can be adapated to the events in which they occur.
Basically, we need to start looking at both CAUSE and EFFECT when distributing justice, not just one or the other.
