A classified security clearance isn't a right to have, it's a privilege that can be revoked at any time, for any reason. I had to do all the background checks for my TS/SCI in the Navy, I'm sure there isn't much difference between his and mine other than what's relevant to his position. For example, behaviors/actions committed by the clearance holder that could possibly be used to blackmail said clearance holder, are grounds for immediate revoking of a clearance. That's not a UCMJ law either, that comes straight from those who issue clearances in the first place. Who might that be?
