If this has been discussed, forgive me. I'm real short on time this morning for reasons that aren't relevant.
Maybe 'PARADE' was never meant to be interpreted as being ticker tape, floats and marching bands.
Maybe it was meant for bait and disinformation to record the black hats plans.
Additionally maybe 'PARADE' was maybe intended to mean / be interpreted such as in 'an infamous perp walk' displaying those you have done harm to our Great Country.
In any case, Trust The Plan. There seems to be far more concern about this than need be. It will all come out in the wash, so to speak.
