Various suggestions (often in the form of demands) have been made. Probably the most sensible start is prohibiting people with dual citizenship holding office, you would eliminate most conflicted loyalties straight away. Then extend that to heads of institutions and you'll be on your way.
Australia is very strict on this (for federal govt anyway).
Other things that could help are realigning closer to the constitution (don't let SC legislate by default, reduce federal tax burden, restore 4A, … well many problems I see), sort out campaign funding, limit lobby access etc.
But you're right, how to prevent this happening again? You can lock (or string) up as many of the corrupt establishment as you like but the primary drive for this fuckery will remain and new players will just be put in place. It's a problem. I think a better informed poplulation is key, so I can see why tackling MSM had to happen first.
