Alleged Santa Cruz MS-13 members charged with racketeering, murder

SANTA CRUZ, Calif. - CBS SF- A dozen alleged members of an MS-13 gang in Santa Cruz have been accused in a revised indictment by a federal grand jury in San Jose of charges including murder, drug trafficking and racketeering.

The revised indictment handed down Thursday is the third to be filed against the defendants. The first was issued in February 2017 and an amended version was filed in April.

The gang allegedly operated between 2012 and 2017 and was known as Santa Cruz Salvatrucha Locos 13, or SCSL13, according to prosecution documents. It allegedly was a branch of the larger Mara Salvatrucha 13, or MS-13, and was made up primarily of immigrants and descendants of immigrants from El Salvador.

Acting U.S. Attorney Alex Tse said in a statement, “MS-13 has presented a violent threat in the Santa Cruz area for years.”

NY Times editor: Trump has sent message to 'despots' that it's OK to attack press

New York Times executive editor Dean Baquet is arguing that President Trump's attacks against the news media are sending a message to "despots" around the world that they can disrespect the press.

"I’m deeply concerned, not only concerned … about what happens inside the United States at some of the volatile Trump rallies – I think that the president has sent a message to despots abroad that you can disrespect the press," Baquet said during a portion of an interview with CNN's David Axelrod that aired on Friday.

"We’ve had presidents attack the press, we’ve never had a president go on foreign soil and attack the press," he added.

Denver VA hospital finished but $1.3 billion over budget

The newly opened state-of-the-art Veterans Affairs hospital in Denver is finally up and running after 14 years of planning and construction, but the project's final costs put it more than $1 billion over budget, according to a report published Friday.

The Rocky Mountain Regional VA Medical Center includes 12 buildings spread out over 31 acres.

Various presidents and Department of Veterans Affairs secretaries oversaw the long-awaited project, including the ever-increasing cost for the endeavor.

What started as a $328 million undertaking eventually ballooned to $1.73 billion as of this month, according to NBC News.

On top of the pricing issues, the opening dates were regularly missed. Parts of the VA facility were supposed to open in 2013. Five years later, the majority of the center is open, but not all offices have debuted.

The spinal cord injury center is expected to open in February.

Government watchdogs and congressional probes revealed the VA department mismanaged the project. Consequently, Congress moved in 2015 to ban the VA from overseeing any future construction projects of that magnitude.

California tax shelter saves children big bucks on inherited property

A state law that protects children from steep tax increases on inherited property is likely contributing to the shrinking inventory of homes for sale in many parts of California.

As baby boomers — the oldest of whom are 72 — die and leave homes to offspring who convert them to other uses, the shortage could get worse.

Without the law, “I think there would be notably more housing turnover,” said Brian Uhler, a fiscal and policy expert with the Legislative Analyst’s Office.

The tax break, passed in 1986, lets parents transfer a primary residence of any value, plus a generous amount of other property, to their children without it being reassessed at market value for property tax purposes. In California, where long-held homes are typically assessed at a fraction of their current value, this can save children thousands or tens of thousands of dollars per year.

Rather than lose this tax shelter, many children who inherit homes they don’t want to occupy convert them to rentals or vacation homes rather than selling them. Data from Los Angeles County over the past decade support this idea, according to a report last fall by Uhler.

This may help renters, but makes it harder for buyers to break into the tight housing market. It also “has exacerbated (property tax) inequities among owners of similar properties,” Uhler wrote.

Some including Uhler say it’s time to revisit this break. Santa Clara Assessor Larry Stone said he would not vote for the measure if it was on the ballot today. It’s “just a way for people to transfer wealth to another generation,” he said.
