All it takes is evidence to present at trial. It has been prosecuted for several decades but seems like that in ramping up significantly
They use to prosecute on a case-by-case basis but now it seems as if they are going after organizations instead of individuals.
There have been plenty of cases in the 70s & 80s I can recall, but seems like an epidemic recently (along with overall acceleration of counter-culture fuckery)
