There is a correlation between EQs and low solar activity IMIO. This is my own theory. When solar activity is low, the earth's geomagnetic field is weaker and does not shield as much from energetic cosmic rays/particles. The really energetic ones penetrate into the earth's crust. Where water molecules are present or bound chemically in minerals, they can become liberated. As water is freed up within the crust, where hotspots are present steam will be generated, stimulating seismic activity of volcanoes and EQs.
IMO. The water will also tend to lubricate, allowing areas that are stuck to slip more easily.

I can't say because I have lived at different altitudes over that period of time. The amount of UV is different based on the altitude. So, I don't have a flat baseline to measure against.
