CARB for short.
They are the ones responsible for setting the pollution standards on vehicle emissions for the past thirty odd years.
They set the standards for California and then the tree huggers in other states demand that theirs fits with Commiefornia's.
For years Ford had three different computer strategies in their On Board processors.
One for California to meet their standards, One for Colorado and the other Rocky Mountain high elevation states because the air is so thin the fucking things won't run without special air/fuel mixtures and one for everyone else.
THIS is what Trump is trying to avoid with the new coal emissions rules.

Of course there was a reason for CARB, I remember seeing the pictures of smog down there back in the day. Unfortunately like every single government program ever created, it eventually ran amok and kept voting for more power for its self.
California doesn't need to use coal in the first place anyway.
Not only do they have nuke and natural gas generators, they get a real sweetheart deal on the juice created a few miles from here at Bonneville Dam.
Ahh, I forgot about that. No, the finally tore down the Trojan Nuke plant Northeast of Portland a few years ago.
Still, I can't see California wanting to use coal unless at gun point.
