Commercial (i.e. passenger) aircraft would have little room for the equipment and chemicals, agreed.

But, how can we know that all aircraft that look like commercial aircraft are in fact such?

I know from personal experience in planefagging that mil ops use commercial aircraft (usually United) and call signs as cover, such as on 11/11/17 with the incursion into NK. The fucking captain even told the passengers to make sure their windows were closed! CCA-RPT, right Q? (deleted post)
