The planes are converters to tankers. They have 6-8 different types of chemicals in each tank. The tanks are mixed to produce the desired mixture( by Communication System Operators on naval base in Pensacola) and disbused via spay nozzles on the aircraft. I am sure it goes on at other bases also.
