He did flip parties and hoped Bill would too. My guess was he was just a part in keeping black Americans in check by assisting with getting a Dem mayor in Chicago. Then after flipping to corrupt the Republicans with Barry Goldwater so LBJ would win the election. This seems like another point to showing the Dem/Rep collusion to control the Presidential succession.
