Clapper is smart enough to know Trump has everything and that it's going to look really really bad for everyone involved, so he's trying to distance himself from those who were directly involved in it.
Did he really not know about the FISA? However unlikely, it's possible. To what extent did Brennan, Comey, Rice, and others simply keep Clapper out of the loop and bypassed protocol?
He didn't technically lie when he said the Russians were involved in the election. But how much did he know about the source of all the intelligence that bubbled up? That it was DNC and Brennan creating all the evidence and laundering it through UK and FBI?
