definitely not safe. just survived a shootout the other day. the local militias in some of the suburbs have risen up because the government wasn't doing their part while the narcos invaded. the militia have a bit of a mafia like attitude and hustle the locals for payment, but at the same time it was necessary. yet everyone is corrupt. the shootout was 3-way for a few hours. people can't decide who they want to rule them…because they have not their own guns…
I'll give it a dig. might be a few days before I come up with anything or get a change to puts boots on the pavement…
