But Germans in general have a very hard time to distrust government and institutions from the outset.

Germans are really honest people and they are trustworthy and stand by what they gave their word for (most generally).

They think, their politicians and institutions are NOT morally corrupt.

Germans are not naĂŻve, they only see no reason to lie, steal and be deceitful. They pay their taxes, think that this is okay for the greater good of all German people and won't brag about deceiving the state. And therefore they might believe that people above the average citizen might be also mostly honest and mostly honorable.
