If Rosenstein knew of BO/NO and CS prior to signing FISA, he knew that he was party to signing a BS FISA application. In other words, he committed perjury at the very least.
However, if RR is a firewall, then things are so much worse for him. In that case he is party to an attempted coup and sedition. That is a very serious situation for him to be in.
