It really sounds like he's speaking directly to [us]
Perhaps even more importantly than the 'plan' for the plan's sake he's saying that we need to understand the importance of the plan, and why the plan is actually very important.
Remember that we're fighting for the faithful and proper execution of the laws that govern our great country. We can't win this fight by cheating or gaming the system (corruption) as THEY use. We are better than that, we lead by example.
The more they fight using corruption (murder, extortion, ill-gotten monetary gains) the more rope they will find in the gallows. We will win, we will do it in accordance with the law; trust the plan.
