The Council of Europe began a youth "no hate speech" movement in 2012. At the time, it was called something like: "SPEAK NO HATE".
They went around different conferences that had 'youth' participation - often UN/UN-related conferences - to tell youth from all over Europe about the campaign and mobilise them to spread the word about how everyone needs to stand up to hate speech yada yada yada... on return to their home countries.
Of course, the Council of Europe ignored any suggestion that their campaign was infringing on free speech... and the campaign continues to this day.
