That's my take on the Space Force too. The creation of the Space Force will involve having not only the USAF, but also the Navy, the NRO, the National Geospatial Agency, and DOD, the Army, and maybe more to disclose to the WH what they are actually doing in space. And then, the projects that need to get under POTUS's control will get there.
At least, I think that is the intention. The implementation is likely to be extremely complicated.
