I always just read that as "is connected to" or "leads to"…

In this context, it basically means a chain of influence or corruption…
"Bruce Ohr leads to Christopher Steele, who fed info back to Bruce, who then gave it to Nelly, who then went to Chris to get info, who gave the same info back to Nelly, who then verified the info with Bruce"??? MAYBE?
