Not a deep dive, but deep enough to say that in addition to pulling security clearances and an embargo on lobbying after leaving the government, there should also be an embargo on holding positions in any agency that receives federal funds/grants.

The German Marshall Fund is the parent organization to Alliance for Securing Democracy. And this is just one instance (and less than a deep dive) where government funds are distributed to an organization of questionable current intent; well meaning at inception perhaps but pushing a different agenda now. The GMF form 990 is very interesting.

Given their past positions and probable security clearances, these individuals would still have access to government secrets in their new positions without oversight.

Depending on their political leanings, it would be possible for them to push a certain agenda through the agency (again without oversight) based on who pulled what strings, what favors were owed, etc.

The Alliance for Securing Democracy is particularly suspect since it just 'evolved' in July 2017 and was the group cited by DiFi and Shifty pants when they wrote their letter to Twatter and Faceblock re: Russian Bots during the release the memo campaign.
