Low Pressure can be directed. I don't have the answers as to how…just as in the dark as most.
I do recall that there was a suspicious boating accident around the same time as it was alledged that a clandestine operation was on-going. Essentially delivering some material to the fault line underwater. Add in a heavy dose of low pressure and I would think that could cause a big slip. Just speculating from memory. Caveat Emptor

The cruise ship was EMP'd imo to send a message. Apprently is was not rec'd and then we got the "flight to hawaii from Phoenix" masquerading as a missle launch into a setting sun.
